You might also try this crowd in Europe - I have bought a few dozen over a number of orders and always been very happy with the servcie, value and quality of the arrows they supply.

Hi Nev.
For me:
Matched sets of arrows fly the same from the bow. So the arrows are similar in mass, spine and flight characteristics within tolerances. The other issue is matching the arrows to the bow.
So first I need to determine what the specs are of the arrow that flies from the bow that I am happy with. The end result is a known arrow with a known set of characteristics that suit the bow/archer combination.
Then I need to make a number of them with each as close as possible in their specs to each other.
How large a variation in Spine will I accept? It is relatively easy to purchase arrows that are (claimed) to be with a 5lb Spine Range.
eg 50-55 lb so if you sort through the dozen you purchased then the lightest Spine should be 50 lb and the heaviest 55 lb. i.e. 52.5 +/- 2.5 lb. Then you can adjust the arrows to so that they all match the lowest spine value, if you want
The next part is the mass. How much variation in the mass will you accept. Most FITA Target Archers want their completed arrows to within +/-10 grains or better.
My tolerances tends to vary a bit depending on the intended use. For arrows being used to shoot field I tend to have tolerances greater than those that are used for target.
The same story applies to fletches - it is good to have arrows that are fletched the same so they each experience the same amount of drag. There is an argument here for why using a single fletch jig is a better choice and not changing the settings is also a smarter move.
Just buying some shafts - say a couple of dozen - and tuning them to each other can be a well spent afternoon and very rewarding in the score sheet.

Snag, from Wilderness custom arrows. Got some made up arrows and a test kit, and was wery happy with the arrows and the service. Also got some Western Larch shafts from Justin at Kootenai river archery,(same as above).
