They're not ILF. The info on the Hoyt website says the Buffalo has adjustable tiller, but doesn't say the Game Master does. Doesn't say it doesn't have, either

I didn't need any tools for the pivot except a drill and a vice. I used an 8mm bolt, threw it in the vice and drilled a 3.5mm hole through it for the brazing rod, then locked it in place with a washer and a nut either side. Fraser, I'm guessing with the weight of the bows you shoot, you put some pretty stiff spines on your tester? I noticed with this type of protractor-type gauge the heavy spine groups are quite close together on the scale... Have you had any problems? Do you take your measurements differently, ie dial...
