have a look at the Phoenix archery club in Frankston. They are an indoor club but judging by the pic on their website they cater for younger archer so it might be the go for your mates daugther.

Hey Simon, Even though they are the same overall length, it really depends on how they have been tillered, the warbows are tillered to 30" - 32" allowing them the extra length to draw to the ear, the target ELBs like yours and Jacs are only tillered to 28" which is sufficent to produc...
